This was a low power AM station at Knowsley Community College, on air since December 2003. Operation on FM under a CR licence started in May 2009. The tx site is the council office not far from the College. There may be an SHF link in use - but it's not obvious to me
which of the many panels up there would be aimed in the right direction.

Ofcom data shows a maximum direction of 300 degrees with about 4dB reduction centered on 120 degrees. This would fit with the use of a side-mounted dipole, however the vertical with the kinked radials looks like a Veronica 5/8 antenna which was specified in the licence application (but for a different site).
